If the image fails to load, or if someone has images disabled in their browser, whatever you set the alternative text to will display in place of the image.
Also, using Alt text is useful for Google to know what the image is, which in turn is useful for ranking well in Google Images and getting traffic from this resource.
There's not a way to automatically insert alt text into all the images "at once" if that is what you're asking.
The best way is to go into the editor, right click the image, select "image properties" and then you'll get the image dialog prompt to pop up where you can insert alt text.
